Obama is committing $9 million to Doctors in rural Oklahoma, Colorado and Pennsylvania. These states will be adopting an approach called the project ECHO Approach. The ECHO approach is a telemedicine-style training where doctors watch videos of other doctors that are trained in complex health problems like opioid addiction and other substance abuse related problems.
